Global structure used for storing MPI, connection info and the corresponding tools.

Measure collector is used by collectors and renderers. It mainly contains partitions, hierarchical and data stream informations. It also contains the assigned handlers corresponding to 5 possible actions (setup, unset, push, reduce, render). Available actions depend on how the measure collector is used in a component (rendering for example is only use to prepare data for report rendering).
